Budgeting for a branding agency: a worked example and VAT treatment
A worked example of an illustrative branding agency budget, fixed and retainer models, VAT at 20%, the registration threshold, rights and exit, and return on spend.
What to take away
- VAT at the standard rate of 20% is added to branding agency fees when the supplier is registered; registration is compulsory above £90,000 of taxable turnover in any rolling 12 months.
- A defensible budget starts from an accepted, priced scope in pounds sterling, not from a headline "brand strategy" day rate.
- Classify every line twicefixed or variable, then one-off or recurring.
- Recoverable input VAT belongs in cash flow, not in economic cost. Irrecoverable VAT stays a cost.
- Any return figure stays conditional until the counterfactual is named.
What actually drives the cost
No public dataset publishes England agency rates, so your own scope sets the budget. Six drivers carry most of the money.
| Driver | Pricing unit | Fix before you request a quote |
|---|---|---|
| Discovery and audience research | approved hours or accepted phase | sample, method, approval rounds |
| Strategy and naming | deliverable or reserved capacity | decision rights, shortlist length |
| Identity design and assets | asset set or variant | format list, accessibility standard |
| Trade mark clearance | search per class and territory | classes, jurisdictions |
| Implementation and training | session, template or licence term | channels, permitted users |
| Governance and measurement | reporting period | metrics, cadence, owner |
Classifying each line twice exposes commitments that a single project total hides.

Ask each shortlisted studio for its day rate, minimum engagement, change unit and charge for extra territories or formats. Compare those numbers rather than a package price. A blank budget template for hiring a branding agency gives you the same line structure with a VAT field.
ONS Annual Survey of Hours and Earnings methodology reports employee earnings by occupation and region. It excludes the self-employed and cannot stand in for a studio rate.
Example: an illustrative ten-week rebrand budget
The figures below are illustrative arithmetic, not England market rates, and are net of VAT unless stated.
| Line | Quantity | Illustrative unit | Net cost |
|---|---|---|---|
| Discovery and research | 60 hours | £95 per hour | £5,700 |
| Strategy and naming | one phase | fixed sum | £12,000 |
| Identity assets | 24 assets | £180 per asset | £4,320 |
| Implementation support | 6 sessions | £650 per session | £3,900 |
| Trade mark search | 3 classes | £400 per class | £1,200 |
| Change allowance | 10% of the lines above | allowance only | £2,712 |
That totals £29,832 net. The 20% standard rate adds £5,966.40, so the gross cash needed is £35,798.40. Swap in your own approved quantities; the arithmetic is the point, not the rates.
Fixed fee, retainer or time and materials
Each model allocates uncertainty differently, and none is automatically cheaper.
- Restate every quote as net pounds for the same scope and period.
- Add buyer-side costsinternal hours, third-party purchases, handover and exit.
- Record the change unit, the approval route and who can authorise extra work.
- Note the supplier's VAT registration status and what happens if it changes mid-term.
Choosing between project, retainer and embedded models explains which model suits which buying pattern before you compare totals.
VAT, registration and cash flow
HMRC's charging VAT guidance explains how net, VAT and gross amounts relate. It does not decide the liability of an unidentified supply, so state the treatment line by line.
A supplier below the £90,000 registration threshold may charge no VAT, though its fees may be set higher to compensate. Recoverable input VAT leaves economic cost but still leaves your bank account until reclaimed.
A £10,000 net fee plus VAT needs £12,000 of cash at the invoice date.
Rights, licences and exit
Payment for creative labour does not settle ownership or every use on its own. GOV.UK copyright ownership guidance states that commissioned work is usually first owned by its creator unless assigned in writing.
Budget separately for trade mark searches, stock, fonts, photography, music, plugins and later territories. The contract clauses to settle before work starts cover assignment wording, licence scope and moral rights. Exit handover costs money too: source files, formats and named recipients.
Measuring return on branding spend
Observed outcome, attribution and causal effect are three separate records. Only the third supports a return ratio.
Incremental contribution equals causally supported incremental revenue less the variable cost of serving it. Divide by total economic cost only when that counterfactual is credible. If it is not, report observed outcomes and attributed values separately and skip the ratio.
HM Treasury's Green Book 2026 and Magenta Book set appraisal and evaluation discipline for government, not a private ROI standard.
Common questions
How much does a branding agency cost in England?
There is no published England rate card, so the honest answer is the priced scope. The worked budget above shows the arithmetic; your own quotes and quantities replace the illustrative rates.
Is VAT charged on branding agency fees?
Yes, at the standard rate of 20%, provided the supplier is VAT-registered. A supplier working below the registration threshold may not add VAT at all.
What is the VAT registration threshold?
£90,000 of taxable turnover in any rolling 12 months. It applies to the supplier, not to your budget.
Who owns the artwork once I have paid?
Copyright normally rests with the creator unless the contract assigns it. Payment alone does not transfer ownership, so settle assignment and licences in writing.
